Where to find offer site script (like Rewards1, freeprizesite, etc)?
Is there a site that sells those scripts? Or anybody I could contact that could make a script like that?
Also…any idea what the begin up cost would be for running a free offer site?

That’s a tough question!!!
Scripts are written by programmers and web designers. No site will “sell” those scripts as anyone can make those scripts themselves if they know how.
However, you can hire a local programmer, web designer, art designer, to program it for you.
Programmers, web designers and art designers should all know how to program, art designers, not as much, but programmers and web designers are definitely, 100% know how to program.

I’m fairly sure that there is a random number generator class in javascript, you could easily use that to generate different ads.

Never ever tamper with the Adsense code. That is strictly against the rules.
If your code will not touch or alter in any way the Adsense code, then you can do it. But if you will change it, don’t. Just use ad serving tool such as Google Ad Manager http://www.google.com/admanager
