I’m assuming you have a page with a bunch of Flash documents embedded in it. If that is the case, the only thing you can really do is setup each flash game (in the flash document) to be muted automatically or read in an HTML variable to specify that it should be muted automatically.

If you just need to do it on your computer, you might have some luck with right clicking on one of the flash games and clicking properties and changing the volume setting in the dialog that comes up.
