Is there a php script out there that would suit a fan site?
I am looking to create a fan site and would like a php script to manage the members, the script would need to be cheap or free preferably and I will need to be able to share videos and photos.

Yes, I used PHP Melody for my fan site and the visitors loved the change.

I do not know what ‘cheap’ is for you but for me it seemed like a good fair price and the customer support has been great to me.
